I welcome the Court of Appeal's rejection of the challenge to the
first tranche of franchises. Their decision allows the Franchising
Director to proceed with these and I hope he will be in a position to
do so soon.

So far as the other franchises are concerned we will, of course, be
giving careful consideration to the Court's judgement. It remains my
strong belief that franchising of rail services is the best means of
improving the quality of passenger services and reversing the long
term decline in the use of the railways.

"The important thing now is to get on with the franchising process,
so that the travelling public can see the real benefits it will
bring. This judgement does not affect the timing of Railtrack's
flotation next Spring."
