Rail Regulator consults on freight access agreement
The Rail Regulator, John Swift QC, today began consulting freight industry parties about a proposed track access agreement between Railtrack PLC and English, Welsh & Scottish Railway Ltd (EWS), and how the contract might, among other things, affect competition and the development of freight on rail.
The proposed contract, which has been submitted for the Regulator's approval, would cover the majority of the freight business currently carried on Britain's railways and any future business obtained by EWS. It would replace EWS' existing contractual agreements for access to the tracks. The Regulator is already in the process of consulting train operators and funders of train services about the operational aspects of the contract.
Responses to today's consultation have been requested by 16 May 1997.
Notes to editors:
1. It is the Regulator's normal practice to consult widely, including potentially affected parties, when he is asked to approve significant access agreements.
2. EWS is the largest freight train operating company in the UK, carrying more than three-quarters of rail freight.
