Railtrack appoints Head of Regulation

John Smith (52) has been appointed Head of Regulation at Railtrack PLC, effective from 1 October 1997.

He moves from Anglian Water which he joined in 1990, initially as Regional Services Manager, becoming Director of Regulation in 1992. He will report to Railtrack's Chief Executive and will be based at Railtrack's new headquarters at Euston Square.

Announcing the appointment, John Edmonds, Chief Executive said: "John brings with him an extensive knowledge of the regulatory environment and government. His key task will be to ensure the company's commitments to the Rail Regulator are met and an effective working arrangement is maintained."

Mr Smith is an economist with degrees at the University of Newcastle upon Tyne and the London School of Economics. Before joining Anglian, he worked in the Department of the Environment for 12 years holding a variety of posts in local government finance, water and environmental protection. He started his career as an economist in the then Ministry of Transport applying cost benefit techniques to urban public transport pricing and investment decision.
