Mr John Swift QC, the rail regulator, said today: "I am extremely pleased that the train operators' association has now changed its earlier decision to limit the use of the Network Card.
"This Office and other passengers' representatives were seriously concerned about the likely reduction in benefits and made our views clear. ATOC has now agreed to withdraw the evening peak restriction, a move which will be welcomed by the travelling public.
"The Network Card is not regulated either under the train operator's licence or the franchise agreement, and changes can be made without the Regulator's approval. Nevertheless I considered that there were significant passenger and public interest implications which required ATOC to carry out a full consultation before making any final decisions. My Office will continue to monitor the situation closely."
