During recent, constructive, discussions with the Deputy Prime Minister, he expressed satisfaction with the way that I, and the staff at OPRAF, were conducting the management of the passenger rail franchises within the constraints and existing powers available under the 1993 Railways Act.

He said, however, that he wanted to make changes in the industry structures as the Government moved towards the Strategic Rail Authority.

I offered to make my post available now. The Deputy Prime Minister, though, has asked me to stay in office to facilitate and oversee the transition to the new structures. I therefore expect to remain in post until the Spring 1999.

Note:

Mr. O'Brien was appointed Franchising Director on 27th August 1996, after joining OPRAF as Chief Operating Officer in October 1995.
