It has been both a pleasure and a privilege to serve as Rail Regulator in a temporary capacity since 1 December 1998. Now that a permanent appointment has been made, I take this opportunity to acknowledge publicly the loyalty and professionalism of my colleagues at the Office of the Rail Regulator, and to extend my good wishes to Tom Winsor, the new Rail Regulator, in the challenging tasks that lie ahead when he takes over from me on 5 July 1999.
