As already announced, I have agreed to remain as Rail Regulator until Tom Winsor takes over on 5 July. Following discussions with Tom Winsor, I have decided that I will leave the Office of the Rail Regulator (ORR) at that stage. John Rhodes, who has been Director of the Passenger Services Group since ORR was established has also decided to leave at the same time, as most of the functions of the Passenger Services Group will, in due course, be transferred to the Strategic Rail Authority. There is much to do between now and then to ensure a smooth handover, and both John Rhodes and I are committed to achieving that, and to ensuring the continued external effectiveness of ORR’s regulatory activity."
