Rail Regulator publishes guidance on closures of light maintenance depots
The Rail Regulator, Chris Bolt, has today published advice summarising the statutory, contractural and regulatory procedures to be followed in relation to closure proposals involving light maintenance depots.
Currently, there are some 90 light maintenance depots providing services to the operator's own and other companies' passenger vehicles, freight vehicles plus maintenance and renewal vehicles on the rail network under access agreements approved by the Rail Regulator.
Developments in the light maintenance market allied to commercial pressures within the railway industry are encouraging operators to manage their resources in the most cost effective way possible, leading some to rationalise their activities. Typically, this requires new facilities but even where facilities are to be replaced, or improved, permission to close the existing facilities may be required.
The Regulator has issued this general advice to all depot operators who intend to close parts of, or all of, their facilities. It is also intended to supplement information previously issued by the Regulator in February 1998 about railway closures.
