Rail Regulator calls for reduction in delays caused to passenger trains by Railtrack
The Rail Regulator, Chris Bolt, has told Railtrack that over the two-year period to 31 March 2000 he expects Railtrack to meet its own target of a 15.6% improvement in minutes delay per passenger train that they cause.
Chris Bolt said: "I am disappointed that Railtrack only achieved a 2% reduction in minutes delay per passenger train in 1998-99, against the agreed target of 7.5%. I consider that over the two-year period Railtrack should be achieving the improvement to which it committed itself in January. This was for a further 7.5% per annum improvement in the current year, on top of last year’s target - a reduction of 14.4% overall. Passengers have every right to expect that this improvement will be delivered. If Railtrack fails to deliver, it will be for Tom Winsor, who takes over as Regulator from 5 July, to consider appropriate action."
The Rail Regulator has also told Railtrack that he expects the minutes’ delay that it causes to trains on the Great Western Zone to be reduced by 20% in 1999-2000. The Great Western Zone did show significant improvement in the latter half of 1998-99, and the Regulator intends to ensure that this is maintained.
