MacDonald welcomes new tougher performance measure for train operators
The introduction of a tougher performance measure for train operators was today welcomed by the Minister for Transport, Lord Macdonald. The measure is used in a new style performance report published today by the shadow Strategic Rail Authority.
Lord Macdonald said: "The new Public Performance Measure will provide both Government and passengers with a clearer, more accurate picture of train operators' performance.
"Train operators will no longer be able to choose to exclude days when performance is poor - so called void days. There were too many large loopholes in the way performance was measured in the Passenger Charter system we inherited. PPM is much more comprehensive, consistent and suitable. From now on, operators will be judged on the performance of all trains, seven days a week."
Commenting on the latest performance figures, Lord Macdonald also said:
"Despite some welcome improvements in performance, the latest figures show that there are still too many late trains and too many cancellations.
"At the National Rail Summit 2000 last month, we warned that we want to see the worst performing operators reaching the standard of the best.
"Performance will be a key criteria when judging requests for franchise replacement. A continuous increase in customer satisfaction will also be a requirement of any replacement franchise."
Lord Macdonald also commented on results from the National Passenger Survey published in today's performance report:
"Overall journey satisfaction levels have remained high, but must be improved upon. There are still large gaps between the best and the worst performers. The worst performers must raise their game to match the best and the powers given to the Strategic Rail Authority in the Transport Bill, now going through Parliament, will ensure that they do - or suffer the consequences."
