Regulator consults on the costs of incremental outputs
Tom Winsor, the Rail Regulator, as part of his consideration of Railtrack’s access charges, has today published a consultation document which discusses the costs associated with possible incremental outputs delivered by enhancements during the next control period, starting April 2001.
The document relates to the development and implementation of the shadow Strategic Rail Authority’s Incremental Output Statement (IOS), published last December. It discusses the Regulator’s provisional assessment of the appropriate charges for the incremental outputs so that the SSRA can make a decision about whether it wishes to fund these outputs as part of the periodic review. In particular, it examines the scheme costs, contractual arrangements and appropriate risk allocation between Railtrack and its customers.
The periodic review provides an opportunity to ensure rapid progress on the IOS programme and deliver the enhancements that the rail industry requires during the next control period and beyond. Such incremental improvements will form a key part of the developing baseline network over the next five to ten years.
Railtrack, the SSRA, and the Regulator are all undertaking significant work on the IOS in the next few months. The SSRA and Railtrack are also currently discussing a programme of incremental improvements to station facilities. The outcome of this work will be reflected in the Regulator’s final conclusions on the periodic review published in September 2000.
