Rail Regulator appoints Chief Legal Adviser

The Rail Regulator, Tom Winsor, has welcomed Sally Barrett-Williams to the post of Chief Legal Adviser and Director of Legal Services at the Office of the Rail Regulator (ORR). She will also be a member of the ORR Board. Sally Barrett-Williams was previously Assistant Director of Legal Services at the Office of Gas and Electricity Markets (OFGEM) where her core work concerned European Union (EU) and United Kingdom (UK) competition law, and where she was also responsible for the management of the legal services directorate.

Commenting on this new appointment, Tom Winsor said: "I am delighted that we have recruited Sally Barrett-Williams for this senior appointment. As well as leading the ORR legal team, Sally will be heavily involved in establishing the regulatory environment in which the Competition Act 1998 will be applied in the railway industry. Given the newness of this Act, Sally probably has as much experience as it is possible to have in this field."

Before joining OFGEM in 1999, Sally Barrett-Williams was head of UK commercial law at National Power plc, and she has also worked in the company law department of Simmons and Simmons. Sally qualified as a barrister and spent time at the bar dealing with administrative law.
