Leading representatives of Britain's rail industry met this evening under the chairmanship of Sir Alastair Morton, Chairman of the Shadow Strategic Rail Authority. The meeting took place in the offices of the Association of Train Operating Companies (ATOC).
Present were chief and senior executives of Railtrack, train operators (TOCs), freight operating companies (FOCs), train leasing companies and infrastructure contractors. The Office of the Rail Regulator and the Department of the Environment, Transport and the Regions sent observers.
After the discussion of a report on temporary speed restrictions, the meeting had an open discussion of the difficulties currently being experienced in reconciling the pressures for network safety, performance and growth. Passenger traffic grew 33% in the five years to March 2000, and freight 40%. In the six months since then both have showed double digit further growth over the same period in 1999.
All present agreed to set up a series of joint working groups to examine areas where perverse or conflicting incentives or interests deter integrated operation of Britain's railway system, whether generated by the structure of privatisation or the contracts between the parties.
The working groups will seek to present high level recommendations within a few weeks to a industry Steering Group chaired by Sir Alastair.
As announced yesterday in Parliament, Sir Alastair will be keeping the Deputy Prime Minister and Lord Macdonald informed on the progress of this unique intra-industry consultation.
On behalf of those present, Sir Alastair said this evening, "We all agreed to turn current adversity to public advantage. We must come out of this review convinced we can work together to deliver a safer system, able to offer a better service to growing demand. Only that way can we deliver the vision in the Government's 10 Year Plan. The resources have been promised: the industry has to deliver."
