Twenty-nine signals were passed at danger in December, the latest monthly SPAD report from Railway Safety shows.
There were six more SPADs than in December 1999 but 11 fewer than the average of December figures for the past six years, and 22 fewer than in November 2000.
The figures show the SPAD rate has been in decline against the six-year average for 17 successive months.
The report, the 15th monthly report to be produced, highlights that six of the 29 were at multi-SPAD signals and 11 at signals with a previous SPAD record.
It also voices concern that the number of signals passed against red signals at platforms is increasing faster than the overall rate is decreasing.
