Commenting on Railtrack's Network Management Statement published today, ATOC Director General, George Muir, said: "The report rightly points to the urgent need to improve network reliability and improve it quickly. "The longer term plan of increased maintenance and renewal involves some large numbers, about £3 billion. This will need a lot of thinking. Is it well prioritised, is it value for money?
Railtrack have been realistic and open minded in learning the lessons of Hatfield and changing past practices. They rightly plan to take more direct responsibility for track inspection. They are developing a proper engineering strategy and engineering skill base. Better technology, provided it is introduced wisely, is certainly needed. The organisational change to create a Division responsible for operating the core network is right.
Steve Marshall confirms our view that closer working at a local level between Railtrack and the train operators is a key foundation for improving the quality of network delivery. This local engagement between Railtrack and the train operators, though undramatic, has been one of the things coming out of Hatfield which will be most significant for the long term improvement in total railway delivery."
