I regret the Government’s decision to seek to remove me as Chairman of the London Transport Board.
I was due to inform the Board why I believe this PPP to be fundamentally flawed.
Mr Byers’ action - on the eve of the Board meeting - is a transparent attempt to silence me and create a smokescreen keeping vital information from the public and the LT Board.
I had intended to set before the Board the findings of our independent engineers, Parsons Brinckerhoff. The report highlights concerns about how the Tube can be maintained and safely run in the long term. It concludes that the Underground’s maintenance standards are ‘inappropriate and inadequate to serve as an effective management control mechanism to protect the public interest in performance based PPP contracts with privately owned infracos’.
I also wanted them to see the conclusions of a report from Transport for London’s financial advisers, Deloitte & Touche, however I am restrained by an injunction obtained by LRT/LUL on 18th July 2001 from publishing or in any other way disclosing its content.
Plans for the Underground will have a profound effect on London for future generations. The issues are of utmost public interest but the only views allowed are those the Government wants to hear rather than those it needs to heed.
