Byers welcomes the SRA & ORR agreement on working together
Transport Secretary Stephen Byers today welcomed a renewed commitment to a better and closer working relationship between the Government's key rail watchdogs. Richard Bowker, Chairman of the Strategic Rail Authority (SRA), and Tom Winsor, Rail Regulator, have published a Concordat explaining how the SRA and the Office of the Rail Regulator (ORR) plan to work more constructively and effectively together to improve Britain's railways. The Concordat sets out 'common principles' to decision making and clarifies the respective roles and responsibilities of the two bodies while working towards a common objective of a modern, reliable railway that serves the public and freight customers. Decisions by the two bodies have not always fitted together in the past and looking forward it is important to avoid any confusion within the industry about strategy and leadership. Stephen Byers said: "I welcome the determination of the SRA's chairman, Richard Bowker, and the Rail Regulator, Tom Winsor, to improve the working relationship between the two bodies in the interests of the industry and passengers. "I trust this improved understanding will ensure effective leadership for the rail industry to galvanise efforts to a common cause of a modern, reliable railway for public and freight customers."
