Rail Regulator and Strategic Rail Authority publish Concordat
The Rail Regulator, Tom Winsor, and the Chairman of the Strategic Rail Authority, Richard Bowker, have today published a concordat setting out how the two organisations will work better together in the future to deliver the Government's objectives of a safer, bigger, better railway.
The issues which the railway and its users face require a co-ordinated and co-operative approach by the two organisations, and the Regulator and the Strategic Rail Authority believe that improvement in the working arrangements of the two bodies is important.
The concordat makes clear that the two organisations have the same statutory objectives and separate and complementary jurisdictions and therefore there is no overlap or competition in what each organisation does.
The concordat provides for close co-operation in measures to get Railtrack out of administration as soon as possible.
Commenting on the concordat, Tom Winsor said:
"This initiative will deliver a much-needed harmonisation of approach, recognising the critical importance of the independence of the economic regulatory system and its necessary interaction with the roles of Government and the Strategic Rail Authority. Working with the Strategic Rail Authority in our clearly distinct roles will ensure that the legitimate interests and expectations of passengers and freight users are met by the railway industry in a timely and competent way."
Richard Bowker said:
"It is essential that those charged with oversight of key areas of railway policy work closely together to encourage further growth in the use of the system and improvements to the quality of service provided to passengers and freight users. Today's publication of the concordat is evidence of that approach, which will be instrumental in ensuring that the problems of the past are solved and a new co-operative spirit is established and made to work."
