Performance a key challenge for SRA - Byers
Delivery of lasting improvements in rail performance is a key challenge set for the Strategic Rail Authority (SRA). Directions and guidance published today by the Transport Secretary, Stephen Byers lay out clearly the role he expects from the SRA.
He said:
"I want the SRA to focus on delivering lasting improvements in performance, as well as passenger and freight growth.
"I have published new directions and guidance today which set the SRA a new priority objective on performance, because that's what really matters to passengers and freight users. The railway's customers want trains that run on time.
"The SRA and its new chair and chief executive Richard Bowker, are providing clear leadership for the railway industry. These directions and guidance cement that leadership role."
Notes to Editors
1. Draft directions and guidance issued on 29 June 2001 set the SRA a primary objective to deliver the Government's key ten year plan targets for the railway.
2. The final directions and guidance published today give the SRA an objective, of equal importance, to work with the industry to achieve substantial lasting improvements in performance.
3. The directions and guidance also set the SRA a number of other objectives, including
- leadership for the rail industry;
- driving up standards of punctuality, safety and comfort across all franchised services; and
- a much clearer and focussed approach to franchising.
4. Sections 206(3) and 207(5) of the Transport Act 2000 enable the Secretary of State to give directions and guidance to the SRA.
5. The draft directions and guidance were published for consultation on 29 June 2001. 84 responses were received from a wide range of organisations and individuals. A summary of the issues raised and the Government's response to them are set out in a response to the consultation, available on the department's website (at www.railways.dtlr.gov.uk) or on request.
