"The Regulator is right to criticise the level of inefficiency that we have inherited from Railtrack. Our June Business Plan acknowledged this and explained how we intend to deliver the 30% cost savings the Regulator is also projecting. We are currently carrying out a fundamental review of the cost base to see how quickly these efficiencies can be delivered.

"Network Rail is currently undertaking an intensive review of future workbanks. We are working closely with the ORR and the independent consultants to see what work can be postponed without affecting performance. We look forward to a successful outcome to the Interim Review in December."
