CfIT review recommendations accepted in full
Transport Secretary Alistair Darling today accepted in full the recommendations made in the review of the Commission for Integrated Transport (CfIT), completed recently by Charles Rice.
Accepting the recommendations means that, with immediate effect CfIT will:
- retain its responsibility for advising Government on future transport policy options, the potential for new technology, the identification of best practice in transport and on transport issues which cross departmental boundaries;
- retain responsibility for refreshing and informing the transport debate through its published reports and other work; but,
- no longer have the role of monitoring and reviewing the achievement of the 10- Year Plan for Transport.
This final recommendation was a result of three factors. First, a number of other organisations already have an overlapping role in monitoring the achievement of the Plan. Secondly, it generates unavoidable tensions with the Department, which can only undermine CfIT's potential role as policy advisor. And thirdly, when some members are asked to be critical of their own organisations it inevitably generates tensions within the Commission's Board.
The Motorists' Forum will retain both its current remit and structure.

1. The review of CfIT was announced in a written statement on 11 April 2003 to examine the role of both CfIT and the Motorists Forum. In accordance with protocols governing the review of Government Advisory Bodies it examined the extent to which both bodies have fulfilled their remits and whether they remain relevant and necessary to the delivery of Government Policy. The review also considered the case for changes to the remit, structure and processes of either body.
