Alistair Darling strengthens ORR board
Alistair Darling, Secretary of State for Transport, today announced the appointment of Jim O'Sullivan to the board of the Office of Rail Regulation (ORR).
Jim O'Sullivan is Director of Quality Assurance for Transco, and has previous experience of safety and operational matters at a senior level in British Airways.
Announcing the appointment, Alistair Darling said: "I am pleased to appoint Jim O'Sullivan to the ORR Board. Current legislation gives ORR responsibility for determining Network Rail maintenance and renewal spend. The Railways Bill now before Parliament would give ORR responsibility for safety regulation. Under either scenario, ORR can only benefit from the breadth and depth of safety and engineering experience which Jim O'Sullivan would bring to the organisation."
Chris Bolt, chair of the ORR, warmly welcomed the appointment: "I look forward to working with Jim. I am sure his appointment will strengthen the Board."
Jim O'Sullivan said:
"I consider it a privilege to be given this role and I am looking forward to the opportunity it presents."
Notes for Editors
1. In addition to experience with Transco and British Airways, Jim O'Sullivan is a chartered engineer, a Fellow of the Royal Aeronautical Society and a member of the Health & Safety Commission's Advisory Committee on Dangerous Substances.
2. As the economic regulator of the railway industry, the ORR's principal function is to regulate Network Rail's stewardship of the national rail network. Chris Bolt is the current Chairman of the ORR board and Peter Bucks, Jane May, Jeffrey Jowell, Chris Stokes the current non-executive directors to be joined by Jim O'Sullivan.
3. The Railways Bill currently before the House of Lords would transfer the responsibility for safety regulation from the Health and Safety Executive to the ORR and ensure regulatory independence of the Government and industry. This will bring regulation of safety, reliability and efficiency together under a single public regulator.
