TRAIN operator GNER today submitted a strong response to the Office of Rail
Regulation (ORR), challenging the ORR's provisional ruling not to approve an
application for extra services between Leeds and London, one of Britain's
busiest and fastest growing rail routes.
GNER is contesting the draft decision, published on 27 January, and says that
the impact of the decision is inconsistent with the ORR's stated objectives and
raises a number of important legal issues.
GNER has also undertaken further detailed work to provide evidence that
sufficient capacity does exist on the London - West Yorkshire route for the
extra planned services.
The company is urging the ORR to reconsider and reverse its earlier proposed
decision in the light of this new information.

Notes to Editors:
Since 27 January 2006, almost 6,000 passengers have called on the ORR to
approve plans to run the 12 extra Leeds-London services. Similarly, an Early
Day Motion, signed by 32 MPs, has asked for the provisional decision to be
reversed.
In addition, dozens of organisations and regional bodies across the East Coast
Main Line have made representations to the ORR, urging it to think again.
Under its new franchise, GNER pays premiums to Government. More than
half of GNER's total revenue is passed to Government for reinvestment in
Britain's railways.
