White & Case Partner Tom Winsor Appointed Her Majesty's Chief Inspector of Constabulary
White & Case partner, Tom Winsor, has been appointed Her Majesty's Chief Inspector of Constabulary, which was announced today by Home Secretary Theresa May. This is the first time a non-police officer has been appointed to this role since the establishment of the Inspectorate in 1856.
Mr. Winsor was announced as the preferred candidate on 7 June 2012 and appeared before the House of Commons Select Committee on Home Affairs. Thereafter, the Home Secretary considered its report and proceeded with the appointment. The Home Secretary and the Prime Minister then made their recommendation to Her Majesty the Queen.
"This appointment reflects and is commensurate with the considerable effort Tom has made over the last 18 months in conducting the independent review of police pay and conditions," said Oliver Brettle, executive partner of White & Case's London office. "We congratulate Tom on his appointment and although we will miss him, we fully understand him leaving White & Case to pursue this opportunity."
Mr. Winsor will cease being a partner at White & Case effective 30 September 2012. He had been a partner in the Firm’s Energy, Infrastructure, Project and Asset Finance practice since 2004. While at the Firm, Mr. Winsor had extensive experience advising government, public authority and private sector clients on the largest and most complex transport and energy ventures in the UK and abroad. High-level projects Mr. Winsor was involved in include, the Makat-Kandyagash railway upgrade in Kazakhstan, the $6 bn Saudi Landbridge project in Saudi Arabia and the 2,200 km North-South railway project also in Saudi Arabia. He will take up his new role on 1 October 2012.
Earlier this year, Mr. Winsor completed and published his recommendations following an independent review of police pay and conditions. He was appointed by Home Secretary Theresa May in October 2010, as an impartial reviewer, to carry out the most comprehensive review of police pay and conditions in more than 30 years, covering all police officers and staff in England and Wales. Mr. Winsor was the Rail Regulator from 1999 to 2004.
