Successive governments instructed train companies to increase commuter fares on average by 1% above RPI each year from 2004-2013.

Discounting by train companies has contributed to the number of train journeys doubling since the mid-1990s. Discounted fares now account for £2 of every £5 in passenger revenue.

This helps to explain why at £5.12 the average price paid for a train journey is the same now as it was 20 years ago.
