The Covid-19 pandemic, which had caused lockdowns from March 2020, meant that franchises had to be suspended to prevent widespread failures after passenger traffic had been suppressed.
In September the Government changed the terms of the emergency agreements which had been introduced in March, and announced that traditional franchises would not be returning.
The decision ended the franchising era, which had begun in 1996.
