This franchise replaced the earlier franchise of the same name, having been advertised by the DfT as 'Essex Thameside'. It was won by the existing operator National Express Group and the contract was signed on 16 July 2014.

The new contract included 17 new trains, taking the total number of vehicles to 364 by 2024, as part of a total investment by the franchisee of £160 million. The original end date of November 2029 could have been postponed by up to 7 reporting periods (28 weeks). In January 2017 National Express announced a proposal to sell the c2c franchise to Trenitalia, subject to DfT approval. This was confirmed 13 February 2017.

All franchises were temporarily replaced in March 2020 by an Emergency Measures Agreement and then by a Emergency Recovery Measures Agreement in September 2020, when the government also announced that franchising was being abolished.

A National Rail Contract followed on 19 July 2021.
