The Valley Lines network, officially described initially as 'Cardiff', was awarded to Prism Rail on 17 September 1996 for a contract period of 7 years and 8 months.

Prism Rail was bought by National Express Group in July 2000. The franchise itself was abolished by the Strategic Rail Authority in March 2001 to become part of the new Wales & Borders contract, which was also awarded to National Express.
