Chiltern Railways reached a new Heads of Terms agreement with the Shadow Strategic Rail Authority in 2000 for an unprecedented 20-year contract to replace the original franchise.
The SRA’s long-franchise policy did not last, but Chiltern’s new contract had been signed before it changed again.
This involved significant infrastructure upgrades, which have been carried out under the general project title of Evergreen. The third of these, ‘Evergreen3’, led to the introduction of a new route between London Marylebone and Oxford via Bicester.
