description This was originally intended to be a temporary publicly-owned franchise, which replaced Virgin Trains East Coast.
It is a contract described as a ‘direct award services agreement between the Secretary of State for Transport, DfT OLR Holdings Limited and London North Eastern Railway Limited’. It was due to expire on 22 June 2025.
The previous government had published a Prior Information Notice on 2 April 2024 which envisaged a further Direct Award starting on 22 June 2025, lasting for at least 24 months and up to 60 months.
London North Eastern Railway Limited is a subsidiary of DfT Operator Limited (previously DfT Operator of Last Resort Holdings Limited [DOHL]).
As the law on public ownership of rail operators has changed, making nationalisation the default, no further contracts are expected.
