The first passenger franchise serving the Liverpool area was won by MTL in late 1996, and this was let by the Office of Passenger Rail Franchising for a term of seven years and two months, starting in January 1997. The owner of the franchise was acquired by Arriva in early 2000, a transaction which also marked Arriva's entry into British rail franchising. At first, Arriva was permitted just 12 months, but this was later extended by two years from February 2001 to 2 February 2003 and then again to 20 July 2003. After MTL had been taken over, the brand became Arriva Trains Merseyside.
