This was the third passenger franchise in Scotland since privatisation, let by the Scottish Government rather than the Department for Transport in London. The first franchise expiry date was 31 March 2022, with possible extensions up to 31 March 2027. The Scottish Government announced on 18 December 2019 that the contract would be terminated on 31 March 2022, without any extension.

Unlike previous ScotRail franchises, the contract excludes sleeper services, which are run by a separate operator, Caledonian Sleeper.

The Scottish Government announced on 17 March 2021 that the termination of the Abellio contract at the end of March 2022 would not be followed by a replacement franchise or a direct award. Instead, ScotRail is now operated by a new company owned by the Scottish Government.
