This was the first passenger franchise in Scotland and the last to take over from British Rail, in March 1997.

The subsidy profile at 1997 prices started at £297.1m in 1996-97 and then fell progressively to £202.5m in 2003-04. Subsidy payments came from the Department for Transport and Strathclyde PTE.

Franchise commitments included nine new 3-car DMUs so that Edinburgh-Falkirk-Glasgow services could be increased to four trains an hour, and also 38 new 3-car EMUs for service in the Strathclyde area.
