One of the first two franchises to start running in February 1996 (the other was Great Western).

Initial commitments included dedicated bus links and minor station improvements, but these were followed by a major programme of fleet replacement to abolish slam-door stock. The franchise drew subsidies of £63.3m in 1996-97, which were due to fall to £35.7m by 2002-03.

This franchise was notable for being the first to be warned by OPRAF of possible fines or even termination, after a programme of driver redundancies had proved to be too ambitious and disrupted services for a time in February and March 1997.
