A short ‘shadow’ franchise created to inherit some of the routes of Wales & West (mainly in the west and south west of England). Wales and West had been terminated early by agreement with the Strategic Rail Authority so that the boundaries of some franchises could be redrawn.

The original Wessex Trains contract with National Express ended on 1 April 2004, but this was extended on 13 February 2004 to 1 April 2006, when Wessex Trains services became part of the new Greater Western franchise.
