description This franchise replaced Arriva Trains Wales. The award was devolved to the Welsh Government, which has followed a ‘not for profit’ rail model.
A shortlist of four Operator and Development Partners was announced by the Welsh Government on 13 October 2016. They were Abellio Rail Cymru (Abellio in partnership with Carillion), Arriva Rail Wales/Rheilffyrdd Arriva Cymru Limited, KeolisAmey and MTR Corporation (Cymru) Ltd.
On 30 October 2017 it became known that Arriva Rail Wales/Rheilffyrdd Arriva Cymru Limited had withdrawn from the competition. Abellio also withdrew on 23 February 2018, following the failure of Carillion.
A public consultation has been held. The award was announced 23 May 2018, when KeolisAmey was named as preferred bidder.
Exceptionally, the contract ran from 4 June 2018, but responsibility for train services remained with Arriva until 14 October 2018.
*** UPDATE: NATIONALISATION *** The Welsh Government announced on 22 October 2020 that a new management structure was being agreed with KeolisAmey in response to falling revenue caused by the pandemic. Rail services became the responsibility of a new publicly owned subsidiary of Transport for Wales (Transport for Wales Rail) in 2021, which includes a new partnership between Transport for Wales, Keolis and Amey.
